Mohamed Alouane is a Morocco-based researcher and advisor on AI governance and AI safety, with a focus on middle powers. He is the founder of EuroMedAI and a Globethics fellow working on AI readiness and AI safety oversight for Mediterranean local governments. He brings over a decade of experience in donor-funded programs, local governance and regional cooperation.

Mohamed Alouane is a Morocco-based researcher and advisor on AI governance and AI safety. His research asks whether middle powers, and the cities and regions inside them, can oversee frontier AI systems they use but do not build. As a Globethics Emerging Leaders in Ethical AI Governance fellow, he is building a civil society-led framework for AI readiness and AI safety oversight in South Mediterranean local governments, based on interviews with policymakers and technical experts in five sub-national governments. His next research extends that work to middle powers. He is the founder and chair of EuroMedAI, a 35+ member network for safe, inclusive and responsible AI across the Euro-Mediterranean, and co-wrote its comparative assessment of AI capacity across the Southern Mediterranean. He contributed to Tunisia's report for the CAIDP AI and Democratic Values Index and completed BlueDot Impact's AGI Strategy course. He also brings over a decade on donor-funded programs for USAID, the EU and UN agencies, covering sub-granting, organizational development and performance, and assessments of local governments. His recent stages include the Global Dialogue on AI Governance, the AI for Good Global Summit, IASEAI '26, the Union for the Mediterranean and the Anna Lindh Foundation's ALForum.
