Mohamed Alouane

As a Globethics fellow, he is building a civil society-led framework for AI readiness and AI safety oversight in Mediterranean local governments. He interviewed policymakers and technical experts in five sub-national governments across five countries. They lacked civil society or private-sector mechanisms to oversee AI, mainly because they had no technical experts, legal framework or capacity for it. His next research takes this question from the Mediterranean to middle powers.

He comes to this from over a decade on donor-funded programs for USAID, the EU, UN agencies and others, covering sub-granting, organizational development and performance, and assessments of local governments. He co-wrote EuroMedAI's comparative assessment of AI capacity across the Southern Mediterranean, contributed to Tunisia's report for the CAIDP AI and Democratic Values Index, and is a member of the ITU-led Digital Infrastructure Investment (DII) Catalyser Working Group.

EuroMedAI began as an advocacy moment. At the Anna Lindh Foundation's ALForum, he called for youth to be included not only in shaping the New Pact for the Mediterranean but in implementing and monitoring it, a call later echoed by EU leadership. He then launched a Mediterranean AI governance network that drew 35+ members within days, and now chairs it. He completed BlueDot Impact's AGI Strategy course in 2026, holds a master's in project and program management from UIR Rabat, is pursuing a master's in data and artificial intelligence, and has a background in computer engineering.
